When a government policy is as successful as Wisconsin's program to reduce unwanted pregnancies among low-income women, it deserves to be held up as a model. After all, if a policy works, it's in everyone's interest to apply the success formula as broadly and as often as prudent.
That's why state Sen. Glenn Grothman, R-West Bend, and the Family Research Institute of Wisconsin were so wrongheaded with their criticism of the program known as the family planning waiver, which allows low-income women to receive reproductive health care and contraceptives.
