DURING the wake for the late Justice Garchitorena, I met some of the top brass identified with the present administration. As the "small talk progressed, the conversation drifted to the status of education in our country. One individual said that for every 100 applicants at call centers only two are taken in for training, because the "flunkers could not express themselves well in oral English. Many of them could not carry a straight English conversation without mixing Tagalog words or phrases. One of the VIPs said that part of the problem was there are not enough teaching materials, i.e. books, blackboards, school rooms, chairs, overcrowded classes, lack of teachers, etc. ...
