Mar. 22--Most West Texans served by Cap Rock Energy Corp. are captive customers.
They live in areas where, even in a deregulated environment, competition among utility companies is still not allowed.
And the captivity is killing Greenwood, longtime resident Claud Spain says.
Spain, 84, says he is concerned for his neighbors who have told him their electric bills eat up half of a month's wages.
