Mar. 25--It used to be the standard route for Ellie Bollman and her grandson, Nathan.

When it was time to make one of their frequent mid-morning trips to Dormont, they used a series of asphalt and concrete steps on the back side of Mount Washington and got on the T.

But when they tried to retrace their steps one afternoon about two years ago, they found their way blocked by a section of chain-link fence about 7 feet high.

"We stood there and screamed," said the 75-year-old retired secretary and bookkeeper.

The men they were screaming at were Port Authority workers who also had blocked off the midpoint ...
