* Osbaldo Torres came to the United States from Mexico when he was five years old. Thirteen years later, he murdered a couple in front of their children in Oklahoma. He was sentenced to death, and has been on death row for nearly a decade. Mexico has challenged his conviction before the International Court of Justice in The Hague, on the ground that Torres was not told he could contact the nearest Mexican consul after his arrest. Nations do extend this courtesy to the citizens of other nations, but the Torres case raises two special points.
