WIRRAL will lose out on thousands of tourists after it was left out of a deal to bring the Tall Ships to the Mersey.
Although the vessels have moored on both sides of the river in the past, Liverpool City Council has said they must stay in one dock this year.
Wirral was not included in this year's plans because organisers want to use the event as a trial run for the Tall Ships Race in 2008.
Last year's festival attracted more than 750,000 visitors over the three days.
