LAS VEGAS, NEV. -- Too many rail shippers have "big dog syndrome" and feel they can't deal with railroads--the big dogs--because they believe they can't negotiate with what they perceive as a monopoly that holds them captive.

"The more you have big dog syndrome, the more the railroads can charge you because you feel you can't do anything," said Jay Roman, president of Escalation Consultants Inc., a company that helps shippers negotiate with railroads.
