WASHINGTON, April 4 /PRNewswire/ -- The National Head Start Association (NHSA) said it was "delighted" to learn of the so-far-unpublicized U.S. Department of Health and Human Services (HHS) findings showing that fewer than 4 percent of so-called "Head Start executive director" and Head Start program director compensation packages (salary plus all benefits) exceed the HHS Administration for Children, Youth and Families ceiling of $162,100. Significantly, all of the salaries in question previously had been reviewed and approved in the "pre-cap" period by HHS, which issued the rules on March 2, 2005.
