Durham County Council has promoted an insider to take over as its chief executive.
Mark Lloyd, 37, will earn around pounds 140,000 a year as head of the North-East's largest local authority. He is currently deputy chief executive and will replace Kingsley Smith, who retires in June after 17 years.
