Apr. 10--KERRVILLE -- Protracted efforts by city leaders to unify development rules into a single document have proven to be extremely divisive for this Hill Country community.

Capping more than a year of deliberations, including 11 public hearings, the City Council voted 4-1 in February to adopt the Unified Development Code. But enforcement of it was postponed after critics submitted petitions bearing more than 800 signatures calling for its repeal.

The issue goes to voters May 7.

A rollback election aside, the code is also a major campaign issue among candidates seeking two council seats in the election.
