With one of its two plans for a financial rescue cut at the knees, Westchester Medical Center is counting on state and federal lawmakers to carry out its other alternative, the prospects for which don't appear much brighter.

State lawmakers slammed the door on the deficit-plagued hospital last week when the Assembly and Senate agreed to partially cut state sales tax in Westchester and other areas served by the Metropolitan Transportation Agency, then divert the remainder, projected to $230 million for next year, to that agency's capital projects.
