Apr. 14--ASHLAND -- While Congress debated U.S. intelligence operations, American troops lobbed tough questions at Defense Secretary Donald Rumsfeld and shoppers braced for the Christmas rush, a major change quietly took hold in mainland China.

On Dec. 8, the communist regime implemented changes that allowed foreigners to own companies in China -- without domestic affiliation or a Chinese agent.
