SALEM - With the Oregon Supreme Court poised to issue its long-awaited opinion today on the legality of marriage licenses issued to gay couples, Gov. Ted Kulongoski and four senators introduced a bill that would provide civil rights protections to gays and lesbians and allow civil unions between same-sex couples.
The proposal, Senate Bill 1000, was introduced Wednesday. One of its sponsors, Senate Majority Leader Kate Brown, D-Portland, said the bill's issuance was meant to coincide with the court ruling, which was expected this week.
