The recent agreement between the state Legislature and Gov. George Pataki to tighten requirements for Empire Zone tax breaks is a step in the right direction. Misuse of the program by companies craving tax breaks has deprived taxpayers of the promise of job creation and development the program is designed to bring.
Officials must follow this step with others to ensure the proper use of the program.
The oversight is especially key since 12 new zones will be phased in over the next four years, giving every county an Empire Zone.
