THIS ARTICLE presents key findings from an Economic and Social Research Council funded project undertaken at the University of Manchester during 2004. The research built upon previous work concerning the relationship between land use planning and the European Water Framework Directive (WFD) (1) and examined the role, impact, and effectiveness of stakeholder participation undertaken during the preparation of river basin management plans (RBMPs), which are the central procedural requirement of the WFD.
