On the shore of Chesapeake Bay near its mouth at Cape Henry, Va., late summer afternoon is giving way to evening. The Virginia beachgoers who have opted for the less crowded bayside beaches are packing up. People are walking dogs and showering for dinner

In golden light of 5 o'clock, an orange truck towing a 19-foot dory crosses the dunes and rumbles down the beach along the water's edge. Four men cross the dunes in Wanchese slippers, the white boots favored by watermen; locals begin to amble toward the truck; curious tourists linger. The tide is coming in and Robert Hollowell is getting ready to haul in his set seine.
