Akbar realized that he was a foreigner and a Muslim ruling over an extremely varied empire. He wanted to find a way, other than using military force, to unite his religiously diverse subjects, most of whom were Hindus. Gradually, he came to the conclusion that, in a land with followers of so many different faiths, he had to try to use religion itself to unite his subjects rather than let it divide them into hostile factions.
