The New South Wales Council of Social Services (NCOSS) has raised some concerns about the Photo Card Bill 2004. The Bill is currently before state Parliament. NCOSS originally supported the Bill, out of concern some people without photographic identification were missing out on discount services. However, in April 2005, NCOSS has altered its stance, suggesting that the legislation does not provide adequate provisions to prevent identification data from being accessed by various NSW Government departments.
