Amid all the yammering about health care reform, little attention has been paid to the fact that a brand-new concept has muscled its way into the debate. Few days pass without some politician invoking personal responsibility as a driving force in their vision of health reform.
However, personal responsibility is an especially volatile idea with consequences that require it be handled with far more caution than most of those who invoke it realize.
