Apr. 27--San Antonio has a China plan.

The city believes China will need new silk roads to the U.S. market in the years and decades to come, and San Antonio wants to be on one of them.

The framework plan, written by Blake Hastings, executive director of Free Trade Alliance San Antonio, is being circulated in the economic development community and stems from a trade trip the alliance led in March to the Pearl River Delta, China's biggest industrial center, just upriver from Hong Kong.
