America's space program was once a source of pride and inspiration to the nation. Now it is a shambles, its mission unclear, its very existence at hazard.
It is reeling under the impact of three recent developments: One, the sensational collapse of the Soviet Union. Second, the arrival, after 12 years, of a new Democratic administration with its own as yet undefined space and technology policy agenda. And third, the softening of the economy, a worldwide phenomenon. These treble tremors are drastically changing the complexion of the space activities that could unfold in the next decade and beyond.
