Sweden is one of those places.

The country managed to get through the entire 20th Century maintaining "peace and neutrality" (as the CIA's World Factbook put it). It was neutral during both World Wars, and actually hadn't fired a shot in anger for almost two centuries.

Not only that, but because of Sweden's exemplry fiscal discipline, it has developed an economic system that has given its consuming public a standard of living to be envied.
