It took Republican leaders only four months to understand that they had shot themselves in the foot with a majority-piercing bullet when they changed House ethics committee rules and membership to protect House Majority Leader Tom DeLay.
But to their slow-moving credit, they finally got it. House Speaker Dennis Hastert announced this week that he was reversing the new Ethics Committee rules that had been designed for the specific purpose of blocking efforts to investigate a growing list of ethics complaints against DeLay.
