IF THE PUBLICATION of the European Spatial Development Perspective (ESDP) marked its birth, albeit after a very long gestation, then European spatial planning is coming up for its sixth birthday. It has moved out of its infancy, taken its first tentative steps, and is now talking and walking. It has been at school for a while now, and we can begin to ask what effect different lessons are having and how these are influencing its everyday activities. Leaving the analogy behind, this marks an end to the initial debates as to the value of the concept and the start of developing the practice.
