May 10--When environmental activists recently sued the U.S. Army Corps of Engineers over a permit for a Palm Beach County biotech project, a spokesman for the agency said its local reputation for winning in court is excellent.
Though Army Corps representatives grasped to think of recent legal losses, environmental groups had defeated the Army Corps two weeks earlier in a battle over the habitat of Florida panthers.
