May 11--ROCKY MOUNT -- Industrial development isn't cheap, especially when it's done without regional cooperation.
The Rocky Mount Town Council found that out Monday when it heard various funding options for grading and building a rail facility on the 69-acre site known as the Cox property, which the town bought for $1.1 million last year.
The town asked Franklin County to pitch in on the cost, but the board of supervisors chose not to. If the town decides to pursue construction of a railroad transloading facility, which would sit along the Norfolk Southern lines running alongside the property's boundary, it will likely have ...
