The third item of the Millennium Development Goals (MDGs), concerning gender equity; has set the target of achieving gender parity in enrollments in primary and secondary education for 2005. In contrast, all other development goals have targets set for 2015. In this sense, the gender equity goal is a "leading" goal among the MDGs.
This article argues that it is particularly appropriate for this goal to be a "leading" one as there is much theoretical and empirical evidence supporting the assertion that parity in education between the sexes will help accelerate the achievement of many of the other MDGs.
