In a ceremony replete with Navy summer whites and military precision, Ka Xiong was honored Wednesday by the officers, administrators and cadets of St. Paul Arlington High School.
The senior is the school's top student, the top cadet in its Naval Junior Reserve Officer Training Corps (Junior ROTC) and its first appointment to the U.S. Naval Academy at Annapolis, Md. And, according to U.S. Rep. Betty McCollum's office and several local officials, Xiong just may be the first Hmong admitted to the academy.
