May 20--Manpower Inc. said companies that were assigned temporary workers from its central Ohio offices were put at risk of federal civil and criminal penalties because they could have employed illegal immigrants.

The staffing company said the central Ohio offices, which are operated by a franchisee, failed to follow Manpower procedures and a federal law that is supposed to ensure that illegal immigrants are not given jobs.

Manpower, which has 23 offices in central Ohio and places 5,000 workers a week, stopped short of saying it occurred, but said the risk was present because the are offices at times did not require ...
