May 20--Companies that offer telephone services over the Internet must provide customers with the same emergency 911 access as those who use traditional land-line networks, the Federal Communications Commission voted Thursday.
But for some companies in Utah that offer the so-called "Voice over Internet Protocol" (VoIP) service, the FCC's ruling means little.
