Plans for expanding and refurbishing the Virginia Children's Museum are moving along on schedule. But there's a catch. There's no money.
After Museum Director Nancy Perry spoke in a City Council work session Tuesday about the plans and exhibits, about the hopes and dreams for the popular museum, City Manager Jim Oliver did some straight talking.
