May 24--HARG GROUP CONSIDERS TRUSTING SAPP, OFFICIALS: Things are finally looking up for the largest annexation request in Columbia's history.
The first 805 acres of Billy Sapp's plans for a residential, commercial and golf course development might actually reach a Columbia City Council vote next month, without a petition to block it.
The group of neighbors known as the Harg Area Residents For Responsible Growth, or HARG, twice blocked Sapp's annexation and rezoning requests and is getting ready to give him the go-ahead after months of negotiations.
