AT the height of the oil price surges last April, President Gloria Macapagal Arroyo issued Administrative Order 117 that called for the implementation of a four-day work week to cut down the governments overhead expenses and also assist government workers in saving on their own daily expenses incurred during the five-day work week.

Over the month and a half of the implementation of the work scheme, the government reported that it has saved over 10 percent in its operating expenses.
