SBC Communications and Verizon Communications lost a major showdown with cable TV rivals over telecommunications legislation in Texas, setting a precedent that is likely to slow their efforts to roll out TV service across the country, The Wall Street Journal reported today.

SBC and Verizon had lobbied aggressively for a bill that would allow them to seek a statewide TV franchise agreement, rather than dealing with hundreds of individual communities, but state legislators over the weekend failed to act on the bill as the Texas Legislature has ended its session.
