The dictionary says the original meaning of "smart" was not "intelligent" but "a sharp, stinging pain." I wonder which definition someone had in mind when they coined the term "smart growth."
One answer can be found in my hometown of Portland, Ore., which began implementing the nation's most comprehensive smart-growth plan more than a decade ago. Portland drew an urban-growth boundary, outside of which development was highly restricted.
Inside, planners rezoned dozens of neighborhoods to much higher densities. Their zoning was so strict that if your house burned down, you would be required to replace it with an apartment. ...
