Problems have emerged with a $A20m rail upgrade designed to reduce pressure on the South Western Highway in Western Australia. They concern a woodchip mill that is part of the deal. City of Bunbury staff have recommended a structure plan for WA Plantation Resources' $A12m mill proposal at Bunbury port be rejected by the Bunbury City Council.
