KUWAIT -- Energy Minister Sheikh Ahmad al-Fahd al-Sabah has given an upbeat assessment of prospects for the proposed upstream opening--Project Kuwait--which he expects will receive parliamentary approval by the end of the year at the latest. The National Assembly (parliament) could hold a special session to debate the findings of its finance and economic committee on Project Kuwait before its summer recess in July, the minister said. The issue to be debated is "whether the procedures followed by the ministry are legal and transparent and do not contravene Kuwait's constitution," the head of the committee said.
