Savings.
The Green Paper offers no more nor less than to pull the brakes on the increasing energy consumption. Measures currently in place apply principally to the main energy consumers such as buildings, domestic appliances, heat production, industry and transport. Their savings potential is evaluated at 190 million tonnes of oil equivalent (Mtoe). To further increase Mtoe savings, the Green Paper proposes to review voluntary initiatives, and to propose legislation if necessary.
