Abstract
There is very little written on the history of local government human services in Australia, despite a record of providing an effective mechanism for decentralising and localising many personal services. Human services is a term which embodies the areas of health, housing, culture, recreation and social welfare. An embryonic municipal human services structure emerged in Victoria in the early part of the 20th century, but support for localising human services, and the development of a municipal human services framework and practice, was most pronounced after the 1960s.
