In a story Wednesday, Earl R. Hall, assistant executive director of the Syracuse Builders Exchange, was quoted saying that many local contractors might not be able to afford performance bonds for large constuction contracts open to bidding for the Carousel Center mall expansion. Although that is true of the largest contracts in the mall's bid packages, Hall said Thursday, there are smaller contracts available for many local companies that could afford performance bonds.
