About five years ago a friend of mine had the brainstorm to place the Federal Register and the Code of Federal Regulations on a CD-ROM disc. He had recently learned about public domain, and how anything in it--e.g., the Federal Register--could be re-published. by we, the taxpayers, in whatever form we wanted. We did not have to worry about royalties, license agreements, or similar legal problems. Except for the small problem of getting the product in machine readable form, the process of republishing the Federal Register appeared to be virtually hassle-free. I dissuaded him, explaining the time was not right, and there were plenty of other machine readable sources.,
