Arusty wheel or an old frame may not mean much to the average person, but to Ferrell Brock, it might mean a merry Christmas for one child. Brock, a sergeant at the Washington Correctional Institution (C.I.) in Florida, is part of a bicycle renovation program that donated 150 bikes last year to the Salvation Army's holiday assistance program "Toys for Tots." The bicycle program began in April 2004, when facility personnel decided to expand their role in the Toys for Tots program. Brock describes the program's humble beginnings as "a bicycle out of the garbage dump."
