The Prime Minister, Shaikh Sabah is the Emir's younger brother and his trusted assistant. While officially Shaikh Saad is the second highest ranking man in Kuwait next to the emir, in practice Shaikh Sabah is the second most powerful person in the emirate.

Shaikh Sabah is the chairman of the SPC, created in 1974 by the Emir, which is the highest authority for the petroleum sector. Since oil is one of the main elements of the emirate's foreign policy, Shaikh Sabah's control over the SPC is of special importance to the Bani Jabir branch of the ruling family (see background in Vol. 60, Gas Market Trends No. 25).
