Probe of federal contracts finds frequent 'small business' misclassification.

Jun. 20--A company that contracted with the Small Business Administration to study why large companies received $2 billion in federal contracts intended for smaller firms originally included "vendor deception" as a potential reason -- then removed it, according to an SBA official.

The SBA's Office of Advocacy released an early draft of the report Friday.

The office hired Eagle Eye Publishers of Fairfax, Va., to study the largest 1,000 contractors designated as small businesses.
