First-year results are out in the long-awaited Head Start impact study, but the Bush administration and Head Start advocates don't see eye-to-eye on its findings.
While advocates cited impressive gains in pre-literacy and the number of parents reading to their children, the administration said Head Start youngsters still lag behind more affluent children.
"This report underscores the need to continue to enhance the effectiveness of the Head Start program to ensure that no child is disadvantaged in their formal educational experience because of the circumstances of their birth," said Health and Human Services Secretary Mike Leavitt.
