IT TOOK ALMOST a month for the Western press, in the form of the New York Times, to catch up with the "clarification" (i.e. retraction) by General Dmitri Volkogonov of his exoneration of Alger Hiss. The exoneration was first reported in late October; Volkogonov began retreating from it on November 24 in the Russian-language Independent Gazette, published in Moscow. The story was picked up and reprinted by the Federal Broadcast Information Service in Washington on December 3. And the New York Times relayed it to an astonished world on December 17.
