When Chris Nilsen wanted to buy the Peekskill building that his office-machine dealership occupies, he first turned to his bank, which seemed to keep him at arm's length.

"I've never bought a building before," Nilsen said. "You know how I was treated? 'Here's a big pile of forms, fill it out.' Not even sitting down with me to discuss what my needs are, just 'Here's an application. Fill it out.'"

So Nilsen, president and owner of 6-year-old Bell Office Systems & Services Inc., went to the New York Business Development Corp., a nonprofit consortium run by 147 banks in the state.
