King Hassan has called for a massive yes vote in a referendum on constitutional reforms. The changes will meet some of the demands made by the opposition Bloc Democratique for more accountable government, but royal control over the political system will be maintained. The referendum -- the fourth series of constitutional changes since independence in 1956 -- will be held on 4 September. It will be followed by rural, municipal and general elections, which must be held before the chamber of deputies reconvenes in October (MEED 21:8:92).
