A group of EU countries set against plans to reform the sugar regime is growing strong enough to sink the proposals, according to preliminary discussions late last week.

Civil servants from all 25 member states met to hold a first round of talks over the European Commission's sugar reform proposals in a special 'working party' looking at the sugar reform plans (see AE2162, 24.6.05, EP/1).

Sources close to the meeting noted that a large group of countries were 'rather opposed' to the plans, which include a sharp cut in the institutional price for sugar, accompanied by incentives to surrender production rights.
