Jul. 19--The Peninsula water district's ballot measure regarding a potential public takeover of California American Water is in limbo after district board member Michelle Knight switched her vote supporting the measure.

Knight's newfound opposition to the measure left the board unable to approve ballot language Monday night because board member and ballot-measure supporter Alvin Edwards was unable to attend the meeting, leaving the board split 3-3.
